The closing for the Florida
Department of Transportation (FDOT) settlement took place December 3,
2007. OHA received a total of $4,333,517 as a settlement.

The demolition and
disposition of Building 812 must be approved by the Special Applications
Center (SAC) of HUD. OHA staff is preparing materials needed by the SAC
and SHPO to finalize the disposition.
q
Relocation of residents in
buildings 720 and 726 were completed May 2008. The buildings
have been turned over to FDOT. FDOT will conduct demolition testing and
prepare the buildings for removal.
q
The final invoice for billing from OHA to FDOT is being
prepared. OHA will be reimbursed by FDOT for the actual expenses and
administrative fees of relocating the twenty-six (26) families affected
by the FDOT eminent domain and settlement activity.
Grant Writing/Agency Plan/Other
q The
HUD SuperNOFA has been published. The SuperNOFA contains the
announcement of numerous grant funding opportunities. OHA staff is
reviewing eligibility and criteria for several grants. An
application was submitted for the Housing Choice Voucher Family Self
Sufficiency Coordinator Program (FSS) grant. If funded, this grant will
continue funding for two (2) Family Self-Sufficiency Coordinator
positions for one (1) year.

OHA applied to Washington
Mutual for a $10,000 grant to support pre-development activities related
to development of affordable replacement housing for residents of
Jackson Court/Division Oaks.

Phase A Infrastructure And Soil
Remediation
q
Soil Remediation: The Florida Department of Environmental
Protection (FDEP) issued a “Site-Assessment Report Approval” letter.
This means that FDEP has accepted all the testing as completed by URS
and not further testing is needed. All other site remediation activity
is related to engineering controls on the site, including paving the
streets and parking lots and adding deed restrictions for homeowners.

Infrastructure: Infrastructure continues and is
nearing completion. Several items related to sewer and water lines were
modified to meet City and County requirements. The Interlocal Agreement
with the City of Orlando is being revised to reflect the conditions
under which the park area will be completed and turned over to the City
Parks Department. The new Interlocal Agreement must be approved by both
the OHA Board of Commissioners and the City Council.

Paving: Excavation and installation for sewer line,
manholes, laterals, and storm drainage systems are complete. Paving on
all alleys and streets on the east and west sides is also complete.
Installation of final base for streets, alleys, curbs and gutters is
complete on the west side. Final street paving has started.

HOPE VI and Revitalization Plan Revisions: The HUD
HOPE VI office approved the modifications to the Carver Park
Revitalization Plan. The modifications include reducing the number of
off-site homeownership opportunities from fifty (50) to nine (9) and
reallocation of the funds from that phase to soil remediation. Nine (9)
families purchased homes in Orange County with the assistance of Carver
Park HOPE VI subsidy.

Vertical Construction on the Model Home Continues:
The City issued the building permit January 31, 2008 on the model home
at the corner of Short Avenue and Conley Street. The official “opening”
of the model was held Thursday, June 26, 2008. The model is beautifully
furnished and decorated and includes fixture and product upgrades from
which market buyers can select. The Ribbon-cutting Ceremony was well
attended. Many positive comments were given about the quality of the
construction. The builder is
Concor Construction, Inc.

The Homeownership Term Sheet (HTS): The
Homeownership Term Sheet (HTS) is the agreement between OHA and HUD
outlining the terms of the homeownership program. It is being revised
to reflect the previously increased number of homeownership units
on-site. A modification to the HUD Disposition Plan has bee approved by
HUD’s Special Application Center as required.

Homeownership Education: Twenty (20) families
completed the fall/winter Homebuyer Education Workshops. Eleven (11)
families have been pre-approved by a bank or /mortgage company.
Continuing Education Homebuyer’s Workshops are underway for families
that successfully completed the fall/winter series. Workshop titles
include: Understanding Taxes and Homestead Exemptions, Homeowners
Insurance, Home Maintenance and Decorating on a Budget.

Eligible Families: Staff has identified an
additional eighteen (18) income eligible families interested in
purchasing homes at Carver Park. These families are being scheduled for
homebuyer education and counseling.

Construction: Florida Housing Finance Corporation
tax credit/bond deal has closed March 28, 2008. The building permit for
the Villas at Carver Park senior building has been obtained and the
Notice of Commencement filed with the City of Orlando. Bradley
Construction has begun construction.

Tax Credit Closing: The final “evidentiaries” were
submitted to HUD. HUD approved release of funds.
q
Budget: A budget revision was submitted to HUD to
demonstrate how the HOPE VI funds will be used by the deadline of
September 30, 2008. The revision is expected to be approved.
q
Land Disposition Approval: A modification to the
Disposition Approval has been approved by the Special Applications
Center of HUD. The modification gives OHA permission to place the land
into a long-term lease with the Villas at Carver Park, LLLP.

landings at carver park), Neighborhood Network Center and Central
Maintenance Facility Rehabilitation

Construction:
The Neighborhood Network Center is undergoing some design changes by
Rhodes and Brito Architects to make it more compatible with the
requirements of the tax credit financing. It will provide some
storage space for residents of the rowhouse rentals.
q
Design: Fugleberg Koch Architects has completed
construction drawings for the rowhouses, townhouses, duplexes and
fourplexes. The plans have been submitted to the City for building
permits. The designs received unanimous final approval by the Downtown
Development Board Design Review Committee (DRC) at the April 17, 2008
meeting. Comments were directed primarily toward landscaping and
lighting. The DRC complimented Fugleberg Koch on the designs.

Financing: The Orange County Finance Authority (OCHFA)
approved a 4% tax credits/bonds application for the Landings at Carver
Park rental units. The closing occurred May 28 and 29. The building
permit is being finalized and construction will begin when the permit is
obtained.

Central Maintenance Facility: The Central
Maintenance Facility redesign is being prepared by OB Architects, the
firm that designed the Villas at Carver Park.

Budget Revision: A budget revision for the
Community and Supportive Services (CSS) and Neighborhood Network Center
grant was submitted to the HUD HOPE VI office and approval is pending.
