The Commissioners of t= he Housing Authority of the City of Orlando, Florida (OHA) met in a regular meeting session at the Orlando Housing Authority’s Administration Buil= ding, 390 N. Bumby Ave., Orlando, Florida, Thursday, January 15, 2009. Chair Carson called the meeting to order at 2:15 p.m. and announced a quorum at 3:50 p.m= . This was the third (3rd) meeting f= or the 2009 fiscal year. The meeting lasted one (1) hour and twenty-two (22) minutes.

Chair Carson called the Public Hearing to order. Gaile Plowden, Assista= nt to the Executive Director, provided an overview of the OHA’s Agency Plan= . She described the process for public involvement in the planning process. No comments were made during the P= ublic Hearing. Chair Carson closed the Public Hearing.

3. = APPROVAL OF MINUTES

On a motion duly made by Chair Carson, seconded = by Commissioner Beitsch and carried, the December 18, 2008 minutes of the Board of Commissi= oners’ meeting was approved.

4. = FINANCIAL REPORT

Debra Gerkey, Finance Director, presented an update of the Financial Report. Mr. Jason Casterline= of Casterline Associates, P.C., presented an overview of the Housing Choice Voucher (HCV) program, Public Housing Assessment System (PHAS) and Asset Management.

11. PUBLIC APPEARANCES

Rahlawn Johnson, a section 8 client, expresse= d her concerns about Section 8 landlords who are undergoing foreclosures. She is asking if there is anything the OHA can do to assist tenants who are being forced to = move without notice. She also added that the landlords are not returning their security deposits. Chair Carson and Ms. Bryant will look into the situation= .
